چکیده

کارایی بخش عمومی بیان­گر قابلیت و توانایی اداره کشور توسط مدیران و کارگزاران جامعه به­نحوی است که رضایت­مندی مردم را در پی داشته­باشد. توانایی دولت­ها در انجام وظایفشان زمینه­ساز فراهم­شدن نیازهای افراد جامعه است. در این مقاله کارایی بخش عمومی ایران، پس از انقلاب اسلامی طی 44 سال در حوزه نهادی اقتصاد و سیاست استخراج شـده­اسـت. برای این منظور؛ ثبات سیاسی، ثبات اقتصادی، توسعه سیاسی و توسعه اقتصادی به­عنوان ستانده و نیروی انسانی، سنوات حاکمیت، درآمدهای نفتی و سایر درآمدها، به­عنوان نهاده­های واحد تصمیم­گیری بخش عمومی در روش تحلیل پوششی داده­هـا مورد استفاده قرار گرفته­اند. این مقاله جهت اثبات معنی­داری تغییرات کارائی بخش عمومی از آزمون من­ویتنی بهره­گیری نموده­است. نتایج این پژوهش نشان می­دهد که کارایی بخش عمومی ایران در مقایسه با خود در مقاطعی از زمان، ثابت و در مقاطعی کاهش یافته­است و به­طورکلی فاصله معنی­داری با مرز کارا دارد.
